Question - Holes in Valve Cover

Hi folks,

I have a strange question here.
Essentially my heatshields were very badly corroded and had to be replaced. However the retaining bolts were also heavily corroded and snapped off when trying to remove.
I understand for the garage that having removed the offending bolts (which necessitated removal of the exhaust system (💵) holes were identified in the underlying valve cover which would likely lead to oil leaks in the future and so the entire Valve Cover needs to be replaced.

It looks from the attached pics that the holes may have been caused when trying to drill out the bolts? Is this likely and am I being taken for a ride ? In other words should I be pushing back on these additional costs?

Grateful for thoughts.

...being taken for a ride buddy...they tried drilling out the bolts and have gone to far is what it look to these eye's?
