Snapped rubber pipe in engine bay "Hydraulic Oil"

Hi there,

Was just topping up my engine oil and noticed this rubber pipe has snapped, marked Hydraulicoil Hydraulic oil.

What is this, brake fluid, clutch fluid etc and can I drive it to the garage like this?
