If you've ever been to the Capital, watch out for these...

I spotted this over the weekend, but who do I report this to ? :dont know:

Local traffic wardens for parking it on a double yellow.
 
Westminster uses them too. Usually parked illegally!

On a separate but related topic, one morning last week (6am) I saw a transit van with "[can't remember company name] working with the DVLA" painted on the side. Two blokes (looking like bailiffs/car clampers) in high vis vests then proceeded to inspect cars' tax discs. This was in a residential area and when I returned later there were a couple of clamped cars. Since then I've seen half a dozen similarly clamped cars in the area.

I'm guessing they have been given the registered addresses of cars with expired but not SORNed cars and told to go get.
