Why has he got so much blue tap on his dash?

Is this the same blue tape which Olympics Athletes are using?
 
He has also taped up the bonnet and sunroof presumably to stop them popping open / out...

I read somewhere turbo's sound sh**e. - not this one 8)

is it because this is a porsche forum so that members aren't keen to know about fuel efficiency techniques? Without looking at the video, I'm going to bet tapes are all over the panel gaps. It is a simple technique to streamline the airflow, lower the drag. Commonly used for top speed runs or extreme fuel efficiency run.
