I'm looking to buy the registration number 911 DPW...

Please let me know if you've seen it advertised anywhere (or if you know who owns it)

So question: If the numplate plate is not on a car at the moment or on retention, it probably means it has been on a car that has been scraped. Is there any way to get that plate?

Once a car is scrapped the number returns to the ownership of the DVLA. So it's then up to the DVLA if it is ever offered for sale again.

So you just ask them?
You can ask the DVLA at any time if a number plate is available.

If the DVLA own the plate (eg returned after scrapping) then a single request is sufficient for them to put it out to auction.
