Valve cover stuck.

I have aluminium valve covers (or dust caps as we used to call them) on all my tyres and one of them is stuck fast.

I tried releasing fluid, soap, chain oil but no luck so far., i can get a ring spanner on the cover because of the shape and hold the neck using plyers but i'm at the point of the rubber tearing. I'm also right up against my lovely wheels with the plyers because the neck is quite small which makes it hard to hold tight.

Any ideas?
