996 fuel pump failure

vehicle wouldn't start due to a faulty fuel pump, is it possible that this was caused by bad quality fuel?

unlikely.... fuel octane levels are / should be regulated..

but a fuel pump is a mechanical part that can still fail, rare but still can...
