By hand with a hacksaw and blade holder on driver side. Cut the bolt head end off then managed to drive the test through with a large punch and hammer. All in spent around 5 hours yesterday doing both sides. Had more problems with the drip links, had to cut them off leaving the 17mm hex on then socket and breaker bar to wind it out of the base of the shock.
